Phenoxyethanol, also known as rose ether, is a clear colourless liquid with a faint rose scent. It acts as a solvent that blends well with other ingredients. Phenoxyethanol has been used in cosmetics since the 1950s, it is considered readily biodegradable and unlikely to accumulate in living organisms when it is used in reasonable quantities (make up no more than 1% of a product- either in both leave-on or rinse-off cosmetic products).
